FRA C3RS program implemented in Boston

Keolis Commuter Services, the Federal Railroad Administration, the Massachusetts Bay Transportation Authority and union leaders from the American Train Dispatchers Association, Transportation Communications Union, Brotherhood of Locomotive Engineers and Trainmen and SMART Transportation Division on May 8, 2015 signed a memorandum of understanding to implement the FRA’s voluntary Confidential Close Call Reporting System (C3RS).

DOT-117 tank car rule debuts with controversy

The final spec for the now-official DOT-117 (TC-117 in Canada) non-pressurized tank car adopts the most demanding of the technical requirements first offered for comment in the notice of rulemaking: jacketed and thermally insulated shells of 9/16-inch steel, full-height half-inch-thick head shields, sturdier, re-closeable pressure relief valves and rollover protection for top fittings.

FRA freezes on tank car sloshing; DOE oil volatility bombshell drops like a dud

How crude oil sloshing inside moving tank cars affects train stability was under close scrutiny by the Federal Railroad Administration, the regulator’s Acting Administrator told reporters back on March 13. That was after a string of mid-winter oil train disasters exposed the prevailing focus on tank car thickness to be essentially pointless in the quest to prevent oil train derailments and explosions.

UP grade crossing safety rate improves 27%

Union Pacific’s grade crossing safety rate, which measures the total number of Federal Railroad Administration-reportable grade crossing accidents per million train-miles, improved to 1.88 in 2015’s first quarter, compared to first-quarter 2014’s 2.39, a 27% improvement.

FRA, PHMSA pile on the paperwork

The Federal Railroad Administration (FRA) and Pipeline and Hazardous Materials Safety Administration (PHMSA) on April 17, 2015 issued what they describe as “a package of targeted actions that will address some of the issues identified in recent train accidents involving crude oil and ethanol shipped by rail.”

FRA awards $21.2 million in grants

The Federal Railroad Administration has awarded eight grants totaling more than $21.2 million for projects involving grade crossing safety, Positive Train Control implementation and passenger rail.

Metra, unions implementing a C3RS

Management and transportation unions at Chicago’s Metra regional/commuter rail system have entered into an agreement to create a Confidential Close Call Reporting System (C3RS) designed “to proactively address safety issues and create a more positive safety culture,” the agency said.

2014 safest year on record

The most recent safety statistics released by the Federal Railroad Administration (FRA) in April show that 2014 was the safest year on record for train operations in the United States, in terms of both the number of accidents and the accident rate per million train-miles, for a variety of causes. These numbers include passenger rail, though the majority are freight rail accidents.

Implications aplenty in Supreme Court Amtrak ruling

The Supreme Court March 9 sent back to a federal appellate court for reconsideration a freight railroad challenge to a provision of the 2008 Passenger Rail Investment and Improvement Act (PRIIA) that allowed the Federal Railroad Administration (FRA) and Amtrak to collaborate in establishing minimum on-time performance standards for Amtrak passenger trains operating on freight railroad-owned track. The 9-0 unanimous decision was written by Justice Anthony Kennedy.
