STB Advances $12B Brightline West Project

The Surface Transportation Board (STB) has authorized construction and operation of a modified alignment of the high-speed passenger rail project proposed by private-sector firm Brightline West, subject to environmental mitigation measures.

In August 2021, the STB Office of Environmental Analysis issued a Final EIS for the project, identifying the 88-mile Whitmore Park Alternative as the environmentally preferred route for the Uinta Basin Railway, one of three analyzed. It would extend from two terminus points in northeastern Utah’s Uinta Basin near Myton and Leland Bench to a connection with the existing Union Pacific Provo Subdivision near Kyune (see map above).

STB’s Torment of Precautions

WATCHING WASHINGTON, RAILWAY AGE, NOVEMBER 2023 ISSUE: Napoleon Bonaparte observed that “the torment of precautions often exceeds the dangers to be avoided.” Union Army General George B. McClellan was so tormented that he failed to pursue the Confederate army more aggressively. Most recently, the Surface Transportation Board (STB) appears afflicted with the torment—immobilized to take definitive action to protect captive shippers (those lacking effective transportation alternatives to a single railroad) from rail market power abuse.

Canadian Pacific Kansas City (CPKC) and CSX Transportation are seeking Surface Transportation Board (STB) approval to establish a new interchange connection in Alabama and freight corridor linking Mexico, Texas and the U.S. Southeast. STB Sets Procedural Schedule for Sanimax V. UP

The Surface Transportation Board (STB) on Nov. 2 denied Union Pacific’s (UP) motion to dismiss Sanimax USA LLC’s (Sanimax) service case against it and set a procedural schedule for the submission of damages evidence. STB Members Patrick J. Fuchs and Michelle A. Schultz dissented with separate expressions.

NER to Acquire and Operate RMW Rail Line

New Era Railroad, LLC (NER), has filed a verified notice of exemption to acquire and operate approximately 36.46 miles of rail line owned by RMW Ventures, LLC (RMW), between milepost 117.0 in the vicinity of Curryville, Ind., and milepost 123.0 at Bluffton, Ind., and from milepost 144.26 in the vicinity of Van Buren, Ind. (the Line), the Surface Transportation Board (STB) reported on Oct. 27.
