Canadian Pacific Kansas City (CPKC) in a Feb. 6 ribbon-cutting ceremony dedicated the Patrick J. Ottensmeyer International Railway Bridge, the new second span crossing the Rio Grande linking Laredo, Tex., with Nuevo Laredo,
