The Surface Transportation Board (STB) on March 14 reported that it will review Norfolk Southern’s (NS) proposal to acquire Norfolk & Portsmouth Belt Line Railroad Company (NPBL), a Virginia S&T (switching and terminal) railroad, as a “significant” transaction.
