Amtrak to STB: We Want New Host Railroad Rules

The authority vested in the Surface Transportation Board (STB) to decide issues concerning passenger trains has been expanding lately. On May 27, Amtrak asked the Board to intervene in a dispute with Canadian National (CN) over a number of issues, including on-time performance (OTP), penalties for low performance, and incentives to improve performance.

Shauneen Bruder has been elected Chair of the CN Board of Directors, succeeding Robert Pace, who in March 2021 announced he would not seek re-election when his term expired.

CN: Rate Increases, Fuel Surcharges Contribute to ‘Sound’ 1Q22

CN’s financial and operating results for first-quarter 2022, a transition period during which President and CEO Tracy Robinson took the reins from the retiring JJ Ruest (Railway Age’s 2019 Railroader of the Year), were “sound,” with the company posting adjusted (non-GAAP) diluted earnings per share (EPS of C$1.32, up 7% from the prior-year-period, and diluted EPS of C$1.31, down 4%.

Ontario Northland tweeted on April 10: “We are so pleased to share that the province of Ontario has released of an Updated Initial Business Case for the return of passenger rail to Northeastern Ontario! @fordnation @C_Mulroney” The Northlander Passenger Train—which ran between Cochrane, North Bay and Toronto—was discontinued in 2012, and is now under study for reinstatement.

Ontario Advancing Northlander Service Restoration

The Ontario government on April 10 reported that it would invest $59.51 million (C$75 million) to reinstate Northlander passenger rail service between Toronto and Timmins.

TSB Releases 2019 CN MacMillan Yard Derailment Investigation Report

An August 2019 string-line derailment at CN’s MacMillan Yard in Ontario led to the death of a rail yard operating employee, according to the Transportation Safety Board of Canada (TSB), which officially released its investigation report on April 5.

The Contrecoeur container terminal project, located about 25 miles from Montreal, would allow MPA to handle up to 1.15 million containers (20-foot equivalent units or TEUs) annually.

The Montreal Port Authority (MPA) and CN have reached an agreement in principal to develop the rail component of the Port of Montreal’s Contrecœur expansion project, MPA reported on April 6.

Court orders BMWED remain in national handling

The Brotherhood of Maintenance of Way Employes Division of the Teamsters Rail Conference (BMWED) was rebuffed by a federal district court March 30 in an attempt to sever itself from multi-employer contract negotiations (national handling) in this current round of wage, benefits and work rules negotiations.
