Telecommunications Engineer – Port Authority Trans-Hudson

The Port Authority of New York and New Jersey is a bi-state public agency operating some of the busiest and most important transportation links in the New York / New Jersey region including The Port Authority Trans Hudson Corporation (PATH), the primary transit link between Manhattan and New Jersey communities and suburban commuter railroads.

The Port Authority of New York & New Jersey is seeking a Telecommunication Engineer to join our The Port Authority Trans-Hudson Corporation (PATH) team. The Telecommunication Engineer will be working under the direct supervision of the Supervisor of Communications. The selected candidate will be responsible for voice, data, CCTV and radio communication, control, and alarm systems used for various PATH operations, including employee communications, customer information, fare collection, and security over PATHs SONET system and associated networks. This is a three-year project assignment.
 
Responsibilities Include: Providing system administration and analysis for various computer-based data networks used in support of PATHs telecommunications systems; Coordinating with SONET and network equipment manufactures, and Port Authority network, and project contractors; Designing and provisioning for adds and changes on the PATH SONET and associated networks; Directing, as necessary, a unionized technical workforce in assembling, installing, testing, diagnosing, maintaining, repairing, and removing communications apparatus; Assisting in preparing and reviewing technical design and construction specifications, drawings, requests for proposals, schedules, and other contractual documents; Project managing various capital improvement and state of good repair projects, to maintain schedule, budget, and quality performance; Coordinating and managing the purchase of equipment, tools, and materials; Investigating, diagnosing and resolving system malfunctions at field and office locations; preparing and reviewing specifications, instructions, and procedures to ensure proper equipment installation, operation, and maintenance; Developing and presenting in-house instruction and training to technical staff on proper equipment usage for systems applications, maintenance, diagnostics, and repair; direct engineering and support staff in the development of computer program applications, schematics, documentation, and procedures.
 
Eligibility Requirements: Must possess a Bachelor’s degree in Electrical or Electronics Engineering, or related discipline, from a recognized college or university. Applicants without graduating from college or holding a degree in an unrelated academic discipline will be considered with a minimum of 10 years in fiber optic and data networking.
 
JOB REQUIREMENTS: The ideal candidate will present the following qualifications profile: Demonstrated ability to program network devices such as computers, routers, fiber optic transmission equipment and switches to ensure proper data flow through a network and circuit functions. Demonstrated experience in preparing technical design specifications and construction drawings. Demonstrated experience in network IP address management and experience with assigning network devices in a logical sequence. Demonstrated working knowledge and understanding of network security administration. Thorough working knowledge of data protocols to include RS232, RS422, Ethernet, DS-3 and T1, in accordance with data industry standards. Demonstrated understanding of project management principles and experience in prioritizing multiple projects, managing time effectively, and working independently. Ability to interact effectively with a diverse workforce in a field environment, and supervise/direct subordinates including technical, unionized staff. Ability to work at elevated heights from ladders, in severe weather conditions; in tunnels adjacent to active electrified tracks; in cramped, slippery, dusty locations; and on all shifts with a non-traditional work week. General knowledge of rail transit systems, operations, and industry safety practices.
