Specialist, Regulatory – GE Capital Railcar Services

Role Summary/Purpose
This position reports to the Leader of Regulatory & Quality Systems and will have management responsibility for shop field operations. The position will also interface with DOT Regulators in instances of audits, NOV's, investigations. Finally, the position will interface with Compliance and Legal as needed on investigations

Essential Functions/Responsibilities
–    Represent the Shop Quality function on the Quality Escape Team.
–    Coordinate root cause investigations and determine if root cause creates additional fleet compliance / safety risk.
–    Present Quality Escape Metrics to Regulatory, Operations and Customer Operations Teams.
–    Assist Customer Operations and Regulatory Teams with securing FRA Movement Approvals on cars with structural failures that require inspection and special handling / transportation arrangements.
–    Interface with FRA and Transport Canada related to NOV’s, audits and root cause analyses.
–    Assist the Manager of Regulatory & Quality in implementing and monitoring the implementation of new regulatory requirements in the GE Shop Quality Management System and GE Maintenance Program.
–    Monitor the approved tank shop network for quality escapes and changes in tank car special process work that create compliance audit priorities. Work with the compliance auditors to set quarterly audit schedules based on these changes in activity.
–    Modify compliance audit protocols based on changes to industry standards and the GE Maintenance Manual.
–    Lead and coordinate with GE shop Quality Manager and other Regulatory staff on responses and corrective actions to external audit findings.
–    Assist or oversee auditors in following up with repair shops on open audit findings. Escalate open findings with Supply Chain manager as needed.
–    Monitor GE Shops for compliance to internal standards and audit requirements.

Qualifications/Requirements
YOU MUST BE ABLE TO SATISFY THE REQUIREMENTS OF SECTION 19 OF THE FEDERAL DEPOSIT INSURANCE ACT
–    Certification or documented training as a Quality Assurance Auditor (e.g. AAR or ISO)
–    Prior experience with database systems, IDCS, Intellitrans, Gensuite and Microsoft Access
–    Knowledge of railcar repair techniques and procedures, car construction, AAR, FRA and DOT rules and regulations.
–    Familiarity with relevant railcar standards and regulations published by AAR, DOT, BOE, FRA and when applicable, Canadian TGD act and regulations.

Eligibility Requirements:
-Must be 18 years of age or older as evidenced by a picture I.D. & legally authorized to work in the country position is located in
– Valid Driver’s license required
– Willingness to comply with pre-employment screening, including but not limited to drug testing, reference verification and background check.
– Must be able to speak, understand and write in the ENGLISH Language

Desired
–    College Degree in quality or engineering
–     Good communication skills, both verbal and written. Ability to speak comfortably in front of an audience
–     Demonstrated ability to work independently and take initiative
–     Familiarity with GE policy, rules, regulations and maintenance procedures
–     You must have unrestricted authorization to work in the United States
