Jim Breuer and David E. Constable will transition to CEO and Executive Chairman, respectively, at Fluor Corporation. Also, Siemens AG appoints Christiane Ribeiro Guimarães Höfer as Global Head of Communications.
Fluor
Effective May 1, Jim Breuer will transition from Chief Operating Officer to CEO of Fluor, an Irving, Tex.-based firm that provides engineering, procurement and construction services. On the same date, David E. Constable, Fluor’s current Chairman and CEO, will move into the role of Executive Chairman, “ensuring continuity of leadership and strategic direction for the company,” Fluor reported Feb. 18.
Breuer, a 31-year Fluor veteran, has served as Chief Operating Officer since 2024. Previously, he held several executive leadership positions, including Group President of Energy Solutions. His engineering, procurement and construction experience is said to span four continents in the energy, chemicals, mining and metals, and power sectors.

Separately, California High-Speed Rail Authority in 2022 selected the AECOM-Fluor joint venture to provide Program Delivery Support services. Additionally, Fluor was part of the Denver Regional Transportation District’s Eagle P3 Commuter Rail Project, which was completed in 2019.
Siemens AG
Christiane Ribeiro Guimarães Höfer on March 1 will become Global Head of Communications at Siemens AG, a technology company focused on transport, industry, infrastructure and healthcare. She succeeds Lynette Jackson, who has held the role since October 2021 and decided to leave the company to pursue another opportunity.
Ribeiro Guimarães Höfer is currently Head of CEO Communications, Strategic Messaging and Thought Leadership. She also leads communications for the newly launched “ONE Tech Company,” a company program for accelerated growth. She joined Siemens Brazil in 2001 and has served as Head of Communications and Government Relations for Siemens Australia and New Zealand, and Head of Innovation Communications and Communications Business Partner to Roland Busch as Chief Technology Officer and Deputy CEO.
