Baton Rouge-New Orleans Passenger Rail Service Advances

Louisiana Gov. John Bel Edwards on Oct. 26 joined Department of Transportation and Development Sec. Eric Kalivoda, Amtrak CEO Stephen Gardner and other officials to sign a development agreement that will advance the return of intercity passenger rail service between Baton Rouge and New Orleans, La.

NER to Acquire and Operate RMW Rail Line

New Era Railroad, LLC (NER), has filed a verified notice of exemption to acquire and operate approximately 36.46 miles of rail line owned by RMW Ventures, LLC (RMW), between milepost 117.0 in the vicinity of Curryville, Ind., and milepost 123.0 at Bluffton, Ind., and from milepost 144.26 in the vicinity of Van Buren, Ind. (the Line), the Surface Transportation Board (STB) reported on Oct. 27.

Brightline launches a Request for Proposals (RFP) for a new intercity passenger rail station in Florida’s Treasure Coast region. Also, the long-awaited Valley Line Southeast LRT will open next month in Edmonton, Alberta; Metropolitan Transit Authority of Harris County (Houston Metro) selects Jacobs as a transit-oriented development advisor; Massachusetts Department of Transportation (MassDOT) applies for U.S. Department of Transportation (USDOT) SMART grants for rail safety projects; and Fitch upgrades New York Metropolitan Transportation Authority’s (MTA) credit rating and rating outlook.

“Public transportation is the safest mode of surface transportation, but it can be even safer for both passengers and transit workers,” said FTA Administrator Nuria Fernandez.

FTA Issues Proposed Changes to Certification Training Program

The Federal Transit Administration (FTA) on Oct.26 announced a proposed update to the Public Transportation Safety Certification Training Program regulation that would “build upon existing training requirements for safety professionals in rail transit agencies and ensure that the training curriculum is more responsive to evolving industry needs.”

AAR: North American Rail Volume Down Through 42 Weeks

Through the first 42 weeks of 2023 (ending Oct. 21), total North American carload and intermodal traffic decreased 3.5% from the same point last year, the Association of American Railroads (AAR) reported Oct. 25. Both the U.S. and Canada experienced declines, while Mexico saw a gain.

USDOT, Kansas City Team to Deliver Mobility, Infrastructure Projects

The U.S. Department of Transportation (USDOT) on Oct. 24 established an Emerging Projects Agreement with Kansas City, Mo., to “explore opportunities for innovative project planning, procurement, financing and delivery” that could include using Build America Bureau-provided low-interest loans as well as technical assistance grants. Eight projects valued at more than $15 billion are being considered under the agreement; two are rail related.

“Looking forward, we are confident that the breadth of our products and technologies combined with our ability to maintain resiliency during economic uncertainty will provide us with a solid foundation for growth and continued momentum as we close out this year and move into 2024,” Wabtec President and CEO Rafael Santana said during an Oct. 25 financial presentation.

Wabtec 3Q23: ‘Strong’ Results, Full-Year Guidance Raised

Despite “an increasingly volatile macro-economic environment,” Wabtec delivered a “strong” third quarter, as evidenced by increased growth in sales, margin, earnings and operating cash flow, Wabtec President and CEO Rafael Santana said during an Oct. 25 financial presentation. Sales were up 22.5% from the prior-year quarter, driven by the Freight and Transit segments, which experienced double-digit growth.
