SUMMARY:
This position is considered safety sensitive. Applicants for positions defined as safety sensitive are required to undergo drug testing prior to employment and, subsequent to commencement of employment, will be subject to random, post accident, reasonable suspicion, return to duty and follow-up drug and alcohol testing in compliance with Federal DOT alcohol and controlled substances testing program protocols.

This position is located in the Rail Operations section of the Transit Division and will be providing rail service on a 15.6 miles route alignment from the Downtown Seattle Transit Tunnel to a station located at the SeaTac Airport.

This position’s main responsibilities include supervision of maintenance and support personnel in the proper inspection, service, repair and maintenance of system elements; development of and updates of Standard Operating Procedures and serves as the point of contact of all traction power, electrical distribution, lighting and other power elements and controls within the department.

WORK SCHEDULE:  This position is not overtime eligible.  The workweek and scheduled hours may vary.  Shifts may include day, swing, and graveyard. This position has on-call responsibilities and must respond to emergency situations as needed.

JOB DUTIES:

  • Maintain, update and manage Traction Power inspection and maintenance programs.
  • Participate in accident investigation teams and recommend corrective actions as necessary.
  • Assign and verify inspections, service and repairs.
  • Schedule work assignments for routine and special events.
  • Manage contract administration of maintenance and service providers.
  • Assist in the development and management of budget.
  • Oversee availability of supplies necessary to perform routine and special tasks.
  • Administer personnel and discipline matters and may represent light rail at disciplinary hearings.
  • Work closely with peers, management, and contractors to assure a safe, reliable and efficient Light Rail Operation.
  • Assist with training and certification activities.
  • Consults with engineering, warranty, safety, environmental, materials, transportation, and other staff in the development of maintenance programs and standard operating procedures.


EMPLOYEE MANAGEMENT DUTIES INCLUDE:
 

  • Supervise and direct the work of electrical workers, exhibiting positive leadership and role modeling, encouraging and supporting staff development and training and conducting performance evaluations.
  • Develop and implement programs to manage employee performance, including providing progressive discipline, taking disciplinary action and referrals to training.
  • Investigate and respond to allegations of employee misconduct. Determine and administer appropriate discipline and/or corrective actions. Address specific employee performance deficiencies: counsel, direct, assist the employee in problem solving the deficiencies, establish and communicate performance expectations.
  • Interpret and apply labor agreements and County and Metro Transit policy and procedures.
  • Assist in labor negotiations: provide technical subject-matter expertise; assist in developing and evaluating proposed contract changes.
  • Conduct grievance hearings and make decisions regarding resolution of grievances.
  • Interview and recommend selection of Electrical Workers and other Rail positions.
  • Perform other duties as assigned.

EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS:

  • Bachelor’s Degree in Business, Public Administration, or related field AND four years experience in transit maintenance, with two of those years of experience in a supervisory capacity; or the equivalent combination of education, course work and experience in the specialty areas.
  • Working knowledge of the principles of organization, training, motivation, supervision, and personnel management.
  • Working knowledge of the theory, operation, maintenance, overhaul, repair, and troubleshooting of electrical, electronic, hydraulic, and pneumatic systems used in Traction Power and Facilities systems.
  • Knowledge of principles of mechanical systems, electricity, electronics, digital circuits, and software used in modern electrical applications.
  • Knowledge of principles of quality assurance, including preventative maintenance.
  • Knowledge of theory, operation, and use of computers and computerized diagnostic and test equipment used in modern electrical applications.
  • Problem solving & analytical skills required to assess employees’ technical proficiency and productivity issues.
  • Skill in planning, scheduling, prioritizing, and organizing the work of the maintenance function for optimal effectiveness and efficiency while meeting established standards and deadlines.
  • Ability to provide effective supervision in light rail maintenance practices, incorporating new methods, technology, and approaches as appropriate.
  • Knowledge of national, state and local electrical codes and means of compliance.
  • Ability to effectively supervise employees, interpret and apply laws, rules, regulations, and labor contract provisions.
  • Ability to establish and maintain a productive and motivational maintenance environment, and cooperative and effective working relationships with those contacted in the course of work.
  • Oral and written communication skills.


NECESSARY SPECIAL REQUIREMENTS: Valid Washington State Driver’s License and an acceptable driving record are required.  

WORK ENVIRONMENT:  Time is spent working in a high voltage maintenance shop environment.  This position requires the use of typical vehicle maintenance tools and equipment as well as stooping and bending motions as necessary to demonstrate procedures or to inspect system elements or vehicles.
