BART is assembling a project team to develop and manage the implementation of its train control system upgrade program. The purpose of the program is to replace the aging train control equipment in its entirety, to improve reliability and performance (run time and headways). BART is looking at implementing either a communications-based train control (CBTC) system, or a more traditional track circuit-based system. Eventually, the system will be implemented over the full 130 double track route-miles and the entire fleet of control cars (289 existing cars and up to 400 new cars). The technology will be selected during the initial phase of the program. The program is expected to cost several hundred million dollars and take 6 to 10 years to complete. BART will be initially hiring several individuals to join the project team. This position offers a unique opportunity for individuals to join the program in its initial phase.

Group Manager, Systems

The incumbent will be responsible for the overall delivery of the program including the selection and management of project staff and consultants, managing the technology selection as well as the design, implementation, testing, and train control upgrade program.  The incumbent will also be responsible for system delivery including the design-build contractor selection.

The ideal candidate will demonstrate skills and experience in the following:

1. Project management during design and construction phases of a major system implementation program that includes hardware and software

2. Ability to lead the project team composed of BART staff and multiple consultants, including technical experts, specifications writers, estimators, schedulers, contract administrators, inspectors, safety specialists, etc…

3. Expertise in train control systems, including wayside and on-board equipment, hardware and software; experience in replacement of equipment and software on an existing operating transit system; experience in implementation of a CBTC system on an existing operating system

4. Expertise in design-build process in accordance with California public contracting code

5. Preparing and administering design build system type contract

Minimum Qualifications:

Education:
A Bachelor’s degree in engineering or a related field from an accredited college or university

Experience:
Six years of (full-time equivalent) verifiable professional experience in engineering and construction project management, which must have included at least three years of management and administrative experience
