The Port Authority of New York and New Jersey is a bi-state public agency operating some of the busiest and most important transportation links in the New York / New Jersey region including The Port Authority Trans Hudson Corporation (PATH), the primary transit link between Manhattan and New Jersey communities and suburban commuter railroads.

The Port Authority of New York & New Jersey is seeking an Assistant Superintendent to join our Car Equipment Division of The Port Authority Trans-Hudson Corporation (PATH) team. The Assistant Superintendent will report to the Superintendent of the Car Equipment Division. The successful candidate will assist in planning and supervising the activities of the Divisions personnel and in developing and implementing improved programs, standards and procedures for inspection, repair, maintenance, overhaul and cleaning of PATHs rolling stock. The successful candidate will also assist the Superintendent in developing and implementing inspection, repair and preventive maintenance programs for PATHs rolling stock.
 
Responsibilities also include: Planning and directing the activities of the Divisions professional, technical and clerical employees. Maintaining effective working relationships with the Labor Unions of the covered employees. Assist in the preparation of standard rules, regulations, training programs and operating procedures for operating personnel. Develop, analyze, and recommend safety improvements in the Division. Establishing priorities among rehabilitation and repair projects and allocate manpower and resources based upon those priorities. Assist in planning capital projects and expenditures. Supervise the preparation of the budget and manpower schedules. Maintain overall budgetary control for the Division. Utilize existing criteria to ensure that the PATHs rolling stock meets all required governmental and PATHs railroad standards. Maintain effective working relationships with other transit systems, outside contractors and manufacturers involved in the construction, rehabilitation, inspection, maintenance, cleaning and repair of PATHs rolling stock.
 
Eligible Requirements: Must possess a Bachelor’s Degree, preferably in electrical, mechanical or industrial engineering. Applicants meeting the rapid transit experience stated below without graduating from college or holding a degree in an unrelated academic discipline will be considered with a minimum 10 years progressive management or supervisory experience in a maintenance or operations environment governed by labor agreements, operating rules and outside regulations.
 
JOB REQUIREMENTS: The ideal candidate will present the following qualifications profile: Broad knowledge of railroad operating and maintenance practices. Thorough knowledge of Federal Railroad Administration and Association of American Railroad requirements. Thorough knowledge of transit vehicle operations and transit vehicle maintenance and inspection. Working knowledge of specification development and contract administration. Thorough knowledge of management practices and principles. Effective interpersonal skills and the ability to deal effectively with a wide range of managerial staff. Demonstrated ability in problem analysis and resolution, labor relations, and project management techniques. Demonstrated ability to carry out difficult technical assignments; ability to write reports of a complex nature. Demonstrated ability to devise and implement innovative and creative solutions for administrative/maintenance issues. Demonstrated analytical and budget preparation skills. General knowledge of current technology in the rail transit industry is desirable. Demonstrated ability to supervise a professional and administrative staff.
