The Port Authority of New York and New Jersey is a bi-state public agency operating some of the busiest and most important transportation links in the New York / New Jersey region including The Port Authority Trans Hudson Corporation (PATH), the primary transit link between Manhattan and New Jersey communities and suburban commuter railroads. The Port Authority of New York & New Jersey (PANYNJ) is seeking an outstanding individual for the role of Deputy Director Rail Transit (PATH).

Functional Oversight: Reporting to the Director/General Manager, Rail Transit (PATH), the Deputy Director’s primary responsibility is to assist the Director in carrying out the mission of the Rail Transit (PATH) Department. The Deputy Director typically oversees the day-to-day routine activities of PATH, and in particular manages the activity of PATH’s headquarters unit to include capital programs, financial, system safety, security operations support and business management. The Deputy Director is second in command at PATH and exercises authority over all those assigned to PATH. The Deputy Director represents the Director and may act on his/her behalf.
Major Responsibilities: * Continuously review the department’s organizational structure and functions to ensure effective, efficient staff alignments that satisfy the department’s mission and vision, while supporting a work climate that embraces diversity. Work with department senior staff to ensure staff capability, availability, competence and motivation.  * Provide oversight, leadership and guidance to matters associated with advancing initiatives that require inter-departmental cooperation. Work with line and staff departments to reach consensus about roles and responsibilities, with a focus on the impact that decisions have on operations, maintenance, security, budgets, capital investment, sustainability and customer service activities.  * Participate in the development of the department’s strategic planning and policy agenda, business plan and support initiatives that enhance capacity, reduce costs, and improve process efficiency, mobility and customer service. * Participate in the ongoing management and strategic direction of the PATH capital program that supports Port Authority objectives and appropriately invests in critical physical assets and strengthen infrastructure through capital renewal and replacement in conjunction with on-going state of good repair. * Participate in the ongoing management and strategic direction of a security program that ensures passenger and employee safety and asset protection through the implementation of infrastructure hardening, operational, technological and coordinating strategies. * Support programs and initiatives that involve external stakeholders (to include federal agencies, surrounding communities, rail systems, and customer groups) toward developing and maintaining relationships key to Port Authority business goals.  * Maintain and oversee key department workforce and financial issues such as succession planning, disciplines, performance, labor relations, staffing, and budgeting.

JOB REQUIREMENTS: Eligibility Requirements * Bachelor’s degree from an accredited university. A graduate degree in engineering, business administration, public administration, transportation or a related field is preferred. The ideal candidate(s) will present the following qualifications profile: * Ten plus years of progressively responsible transit experience in a senior level capacity, preferably working for an organization comparable to the size and complexity of the PATH operation.  * At least 10 years of progressively responsible experience in operations, planning, security, project management, customer service, performance management, budget development, life cycle asset management and infrastructure maintenance in a complex transportation related environment. * General knowledge of best practices and principles affecting the operation and maintenance of a rail transit system.  * Demonstrated knowledge of governmental regulations and public administration practices related to the transit and/or transportation industry.  * Demonstrated experience in managing, leading and developing a large diverse technical and operational professional staff, with a proven record of effective team building. * Superior interpersonal skills interacting with staff at all levels, consultants, supporting departments and governmental agencies.  * Demonstrated experience interacting in a large complex, political organization. * Demonstrated experience with the FRA, FTA and FEMA. * Demonstrated ability developing strategies to achieve broad business goals and to understand the impact on various stakeholders/constituents within and outside of the Port Authority. * Superior written and oral communication skills with demonstrated experience in preparing and delivering presentation materials to senior staff.  * Demonstrated negotiations and conflict resolution skills.
