Senior Program Officer


The Transportation Research Board (TRB) is one of six major divisions of the National Research Council—a private, nonprofit institution that is the principal operating agency of the National Academies in providing services to the government, the public, and the scientific and engineering communities.

The Board’s mission is to provide leadership in transportation innovation and progress through research and information exchange, conducted within a setting that is objective, interdisciplinary, and multimodal. In an objective and interdisciplinary setting, TRB facilitates the sharing of information on transportation practice and policy by researchers and practitioners; stimulates research and offers research management services that promote technical excellence; provides expert advice on transportation policy and programs; and disseminates research results broadly and encourages their implementation.
 
The TRB Technical Activities Division provides a forum for transportation professionals to identify research needs and to share information on research and issues of interest. The Division’s staff of specialists in each mode and discipline work with a network of volunteers to carry out activities on behalf of TRB sponsors and the transportation community. This network includes members and friends of over 200 standing committees, supplemented by designated TRB representatives in each state, over 150 universities, and 35 transit agencies.
 
The portfolio of this Senior Program Officer (SPO) of the TRB Technical Activities Division will consist primarily of freight, rail, and trucking transportation. Specifically, the SPO will work in the areas of intercity passenger rail, passenger rail equipment and systems integration, local and regional rail freight transport, railroad operating technologies, railroad track structure system design, railway maintenance, rail transit infrastructure; multimodal freight systems transportation including economics, regulation, planning, logistics, urban freight, and transport of hazardous materials; and motor carrier transport including trucking industry research and truck size and weight.  Responsibilities include providing staff support to committees and the Rail Group and Freight Systems Group Executive Boards; arranging conferences, workshops and elements of the TRB Annual Meeting program; reviewing and processing reports and papers; traveling to state, local, and federal transportation departments, transportation-related industries, and universities to exchange information about problems and potential solutions and about current and proposed research programs; maintaining ongoing relationships with major TRB sponsors (including the Federal Railroad Administration, Association of American Railroads, and the American Transportation Research Institute); developing new program areas; serving as liaison to Cooperative Research Programs – particularly those related to Freight and Hazardous Materials; responding to inquiries; and performing other related duties as assigned. Supervises work of support and other program staff associated with the projects.
 
Basic Requirements: Master’s degree or equivalent knowledge in engineering, transportation, rail, freight, and trucking transportation or related field; and a minimum of 6 years of progressively responsible experience; two of which were in a supervisory capacity. Excellent oral and written communications skills.
