Description - THIS POSTING IS SUBJECT TO CLOSE AT ANY TIME -
engineering design and construction activities under the supervision of
the Vice President of Rail Operations. Engineering and construction
activities are associated with Capital Metro’s railroad systems
infrastructure, as well as coordination with outside agencies and
parties whose projects may influence or impact Capital Metro facilities.
PRIMARY DUTIES AND RESPONSIBILITIES
* Plans, schedules, and manages assigned projects.
* Reviews plans, specifications, estimates provided by engineering
consultants to Capital Metro.
* Prepares scopes of work and independent cost estimates for
professional services, and reviews proposals submitted by engineering
consultants to Capital Metro.
* Acts as primary liaison with design service providers for resolution
of design issues and production of contract and construction documents.
* Assists the Procurement Department with the procurement of System
Design and Construction Contractor(s).
* Acts as primary liaison for jurisdictional approvals and permits
necessary to implement Capital Metro projects.
* Assists project controls personnel with schedule, budget, and document
control information for assigned projects.
* Provides routine reports on status of assigned projects.
* Acts as construction coordinator on assigned construction projects,
representing Capital Metro and serves as the primary contact between
owner, contractor, designer, permitting jurisdictions, utility
companies, and quality control testing.
* Provides computer aided drafting and design services.
* Conducts field visits for both construction coordination as well as
coordination with third party construction in which Capital Metro has
permitted construction within its right of way.
* Duties include assignments involving Capital Metro’s railroad
infrastructure including rail vehicles, wayside signals, crossing
signals, stations, track, bridges, and utilities.
* Develops and maintains the Rail Systems Design Criteria.
* Reviews data for monitoring equipment and performs field surveys,
inspections and measurements of railroad infrastructure.
* Reviews submittals from outside entities for license agreements to
ensure compliance with Capital Metro Railroad Standards.
* Performs other duties as assigned.
Requirements EDUCATION AND EXPERIENCE
* Bachelor’s degree in electrical engineering, electrical engineering
technology, or a directly related field. Related experience may
substitute for the required education on a year for year basis for up to
four years.
* Three (3) years of progressively responsible relevant experience in
rail systems design and/or construction and or maintenance
OR
* Associate’s degree in electrical engineering or electrical engineering
technology or a directly related field and five (5) years of
progressively responsible relevant experience in rail systems design
and/or construction and or maintenance.
* Experience working with Federal, State and local rail system
regulatory agencies such as FRA, TXDOT, and TCEQ.
* Experience in the use of MS Office and spreadsheet software
* Experience with computer aided drafting and design technology.
KNOWLEDGE, SKILLS AND ABILITIES
* Knowledge of rail systems design, construction and maintenance methods
and practices
* Knowledge of railroad and rail transit signaling design principles,
construction, maintenance and testing.
* Knowledge of Federal Railroad Administration regulations pertaining to
the design, operation, and tests of automatic block, interlocking, and
cab signal systems.
* Skill in reading and interpreting signal system drawing and
specifications, construction documents, designs, survey reports,
construction specifications, contract and project management documents.
* Skill in researching, analyzing, and applying technical information
* Ability to communicate effectively with co-workers, contractors,
governmental entities, and the general public.
SALARY RATE: $53,839 TO $67,298 YR
