LOCATION: Jackson, MI Station

SUMMARY OF DUTIES:
This position works closely with the Assistant Division Engineer C&S and the Director Capital Construction in the daily operation of signal construction and maintenance on the Michigan Line. Acts as a field liaison for C&S forces, overseeing the operation and construction and maintenance of the signal system, ensuring compliance with all FRA and Amtrak standards.

    Enforce ARASA and BRS union agreements including discipline where appropriate and grievance handling.
    Assists the ADE C&S with budgetary matters and other duties as assigned.
    Responsible for the compliance of all FRA signal required testing for signal cutovers.
    Schedules departmental employees safety, technical training, and required physical examinations
    Distributes all C&C letters to pertinent C&C employees and is responsible for field compliance.
    Coordinates and ensures all revisions to new interlockings are in compliance at signal cutovers with construction forces and ensures compliance of AMT-23/AMT-27. Assists C&S field employees in handling problems encountered during signal cutovers
    Reviews the C&S 19 report and advises the Asst. Division Engineer C&S of all overdue signal system field tests.
    Manages and coordinates the current maintenance workforce for the Northeast Division East C&S.
    Responsible for coordinating and participating in all field inspections.
    Assists the Assistant Division Engineer C&S to ensure adequate signal materials are available and ensures cost effective materials management of same.

EDUCATION:
Bachelor’s Degree in Engineering or a related field or the equivalent combination of training, education and/or experience.

PREFERRED EDUCATION:
Bachelor of Science Degree in Electrical Engineering.

WORK EXPERIENCE:
Extensive experience in C&S construction/maintenance of railroad signal facilities and knowledge of railroad signal systems of predecessor railroads. Working knowledge of Amtrak’s interlocking layouts and physical characteristics. Knowledge of FRA Standards, rules and regulations pertaining to signal systems. Extensive knowledge of BRS and ARASA Agreements.
Must be qualified on: AMT 23, AMT 27, AMT-2, GCOR and RWP. Demonstrated knowledge of C&S construction, maintenance and regulatory requirements. Knowledge of track usage process. Working knowledge of B&B, C&S, Track and ET Departments. Position requires extensive use of computers and data base systems. Must be proficient in Microsoft Office.

PREFERRED WORK EXPERIENCE:
Experience with automatic signal locations, cut sections, electric lock locations and relays to ensure compliance with Federal and Amtrak’s standards governing railroad signal systems. Demonstrated experience with electrical systems in both maintenance and construction.

COMMUNICATION AND INTERPERSONAL SKILLS:
Excellent written, oral and interpersonal communications skills.
